Default 99 civic hx question

I'm thinking about getting a 99 civic hx its got a little more hp than the dx now that's said I want to get a new header, some people say I have to switch to the ex but I don't understand the point off it and it looks like you have to cut and grind stuff off and weld I don't have that stuff so if you could lead me to a thread or help me out that be great

Ps: I would like ceramic 4-2-1 headers that are california street legal
