Default Apexi N1 with Silencer

I was thinkin of getting an Apexi N1 Cat-back, but want to keep the noise down. I know these come with a silencer. From what I can see, the silencer just sticks in the end of the exhaust and just seems to make the opening smaller.
What I wanna know is, if the silencer defeats the purpose of the high-flow exhaust, will it be better to get a quiet high-flow muffler and some custom pipes from the cat back?
