Those are your 2 options for power out of that gen. civic.

1. K-swap
2. turbo

i have looked for turbos, all i can find is kits without a downpipe and manifold..always missing peices so i dont wanna risk it..probly cheap **** anyways, so u think my best bet and cheapest way is build my own turbo?

read this if you decide to boost the d17, it will be costly if you do it right and dont cut corners. https://www.hondacivicforum.com/m_456149/tm.htm

I recommend you look into a k series swap.

Everyone else might know this answer, but why is a K swap the only engine option for that gen of civic. I know the D17 is not the greatest, but what aobut others?

because any other series engine would be illegal due to the engine being older than the car.

I have a small ***** and an overpriced car that runs 14's in the quarter, so I compensate by making fun of cars engineered to take volumetric efficiency into account.
