No, this code would typically only produce emission problems, although a clogged cat could lead to loss of power.
Is it pretty easy to remove?
I have never heard that a clogged cat would cause a no-start problem. While blocking all exhaust flow could theoretically prevent starting, I have never heard of a cat that is completely sealed closed.
The job is easy if the bolts are easily removed. If the exhaust and exhaust manifold bolts are very rusty, use a lot of penetrating lubricant. Also be prepared to break some bolts.
Upon visual inspection without removing it, the cat. conv. looks pretty darn rusted and corroded. Is it pretty easy to remove?
Are you sure that the fuel pump is priming for a few seconds when the ignition key is turned to position II? Measure the fuel pressure and check whether the timing belt is synchronizing the cam and crank exactly at TDC.

How would I measure fuel pressure? Also, could you explain the timing issue you brought up?
Could there be an easy timing thing to check in the distributor?
You can purchase or possibly rent a fuel pressure gauge from an auto parts store. Also check Sears or Walmart. The gauge connects to the fuel filter.
How old and how many miles on the timing belt? You need to remove the valve cover and upper timing belt cover to inspect:

I haven't had much time to mess with this no start problem, but was able to get the engine running for about 5 seconds, albeit very poorly (we're talking super low rpms).
