ummmmmm.....new bumper? That's the only thing I can think of. Check local craigslist ads. You may be able to find someone parting out there 99-00 Civic. I wouldn't pay more than $100 for an OEM front bumper. You might just get lucky enough to find one already silver.

You could also check places such as www.certifit.com (oem spec. aftermarket parts), or http://www.car-part.com. Hope this helps and welcome to HCF!

well if you just want it to look better and cheap. then get some 5min epoxy and some 40-80grit sandpaper, and some simple painters tape.

first pull the bumper cover off the car, use the 40-80grit sandpaper on the BACK side of the bumper and the damaged area at least 1/2-1inch around that area busted and clean it good on the back where you just sanded (sanding the area with really ruff sandpaper gives the epoxy something to bit onto and hold.)
now from the outside use the tape all over the front to hold the bumper cracked area tight together and also along the full crack so no epoxy will come out the front. now that your sure the crack is closed as much as you can or if you need to sit there and hold it tight then do it while you apply the mixied 5min epoxy really good, and simply apply the epoxy around the area again 1/2inch-1inch around the area and over the crack and then just sit there and hold the cracked area tightly closed and just wait 10mins and let go and remove the tape from the outside and PREFARABLY let the bumper cover sit for an hour before moving it around to much and then put the bumper cover back on....

at least now it should just look like a hair crack and not completly busted open... and if you wanted to you could use some touch up paint to match your car and just fill the slight crack that is left over. then it will just look like a paint scratch.

its alot cheaper than a new bumper and the glue should hold it tight so it wont get any worse. if you dont do anything about it for a while then the cracked area will just get larger and larger just with the common vibrations of the road while driving.
