yes... if you swap out pretty much everything, headlights, hood, grill...etc.

yup, you'll have to find a 99 conversion kit, comes with fenders, hood, headlights, bumper blah blah blah.

you would have to find a kit like he said, or just buy separately new lights fenders and bumpers and hood. But i'm pretty sure they make 99-00 look alike bumpers for the 96-98 civics.

sure i'm not gonna buy the whole conversion kit or parts separately...I just like the way that bumper looks with mounted fogs, that's about it
