Default Missing a bulb??

I have been wanting to get rid of my ugly taillights that came on my 99ex coupe when I bought it in favor for some OEM ones. There is only one small problem...I took a look at the taillights and in lights that are on the trunck(the inner portion of the taillights) only have one bulb in them. As far as I know shouldn't there be 2 in there? And if so, why is there only one??

Sounds like whoever installed the lights messed with the wiring. Can you tell if the wiring has been tampered or not?

Pictures would also help in this situation.

the inner portion on the trunk lid of the coupe has one taillight bulb and one back up light bulb, the outer portion has one taillight bulb and a turn signal bulb

It almost seems that it is a different wire harness, not sure though. The only bulb on it is the reverse light. Ill get some pics as soon as the weather clears up.
