ok well im a n00b but ive got a pretty good understanding about most performance mods

but im clueless about suspension. i have 17 inch rims on my 99 lx and wanted to lower it, but have gotten so many different suggestions about what to do but i am a suspension retard.

whats the difference b/t shocks and struts? are lowering springs and coilovers the same thing? if my car is from '99 with 146k miles, do i need new shocks (or struts or w/e)?

also someone once told me about a complete lowering kit with springs and shocks by some company for really cheap, like less than $200. any idea what im talking about?
