Japan engine emissions inspections... 25-40k?

I'm getting ready to purchase another engine for my wife's Mazda. The place installing it said their engines are J-spec and average between 25-40k. I asked how can I verify it only has that many miles on it. They said in Japan the emissions inspections are so strict, they're required to replace the engine every 30k-40k. I did a search on the net and found only forum discussions mentioning it, not any official sites about it. Anyone able to verify any validity to this story? TIA...

They (the Japanese) have to pay to put their cars through a strict test after its 5 or 7 years old, it costs so much money to keep an older car in Japan that they just sell them on and they end up in other countries (like the uk).

So whatever mileage is on the car within 5-7 years? That's a lot different than changing every 25-40k. In 7 years you can easily put 150,000 miles on a car. Any sites anyone know of that can verify these claims?
