What exactly defines a "high-speed police chase"? Is it a certain speed? What's the cutoff between a normal chase and a high-speed chase?

My goal in life is to get into the world's slowest high-speed chase.

 

Then drive up to a cop, call him a fat ****ing pig and then just drive the speed limit everywhere. I know you can be walking down the road and have a cop drive by, look at him, and take off running and he will give chase 9 times out of 10.

 

I might have to try the take off running thing sometime... what's the worst they can get you with, disorderly conduct?
