You need the real reason, this is only the consequence.

The reason why it probably looks like it is because the tires are closer to the fender.

If the new tire diameter is larger than the stock diameter, then I can see why people think it's been lowered......because the gap between the tire and wheel well would look smaller, therefore, the car would look like it's been lowered.
