Being that I work with High rise buildings...I'm going to guess that the cart with a track on the one building is for a window washing rig. Probably slides out and have a boom that can reach two sides, and another on the other side.

ya, I went I 95 the whole way going 90+

Virginia was a bitch. that huge storm just decided to head toward me and I got in it. THere was lightning every where and branches and crap flying all over the road. It was really windy too. I got pretty sppoked.
