'02 Honda Civic, no gauges

Okay it's a two door 2002 Honda civic that's all i really know.... The gauges work when the lights are off and don't work when the lights are on. The windshield whippers stopped working as well. HELP please

oh the gauges means the Tach, Speedo, and all that other stuff

Does this apply to other dash lights too? (such as various switches and the a/c controls)

Yes this means all the gauges in the dash, according to my mom. I don't know if it apply's to the other running lights
