Default 1989 Civic won't start

It's getting juice, but when I press the clutch down, it goes to the floor and doesn't seem to quite hit the point at which it thinks the clutch has been pressed to allow it to start. For a while I have had to press it down and at the last 1/2 inch or less, it has always caught and started, but the last 2 days it has gotten worse and now I can't get the starter to even attempt to turn over. I hear a mechanical click when I press the pedal all the way down, and also when I release it, which I assume is normal but I've never paid attention to it before. Perhaps this is the device that says 'you're cleared to start', and perhaps it has went bad. Or maybe it is just a simple adjustment issue? If so where exactly is this adjusted. A good picture would be appreciated if possible. The Chilton manual I have is worthless. Thanks.
