2007 EX bogging down

I own a 2007 Ex civic and when it is running at low idle like driving around 10-20 mph or slowing going up a hill it starts to bog down. After it gets to about 25 mph or higher its fine. I've noticed that when it is "bogging down" the RPM gauge always stays where it should like its getting enough fuel. I've left it in park and rev'd it up to see if it would do it but it seems to only do it when its under a load. The check engine light is yet to come on. Any ideas?

Is the air conditioning on or off when this occurs or does it matter. Has anyone serviced the airconditioning with freon? Perhaps it is overcharged. If a/c is on and it bogs down, but no bog down occurs with a/c off, go to a Honda dealer. I believe there is a Service Bulletin about this condition.
