Default 40mpg and 14.00 at track in b18c1 in 1992 civic hatch ??

hello everyone!

So I'm thinking of starting a new project and wanted to get everyones thoughts here first.

Goal: possibility of 35-40mpg, yet turn 14.00 quarter mile times on 15" nitto drag radials, be fun to drive, and run mid 13's on a 50 shot of nitrous when I want to kick some A$$.
I know I won't get 35-40mpg everyday but I think it would be cool to break the 40mpg mark on the freeway at 55-60mph and babying it just to show the prius drivers whats up.

The car: 1994 civic hatchback, has b18c1 out of a gsr with all the basic bolt ons (aem intake, type r header, blox intake manifold, magnaflow exhaust, etc), head has never been off and cams are stock, has type R tranny with lsd, will put a LS fifth gear in the tranny. has 15" rims on it too.

Why: I currently drive a super clean 2000 camaro ls1 6 speed that runs low 12's (hate all you want, thing is fast as Fkcu and gets >28mpg on the freeway, but <10mpg around town ).

It's not really a money thing, I don't care about spending money on gas, so call me a tree hugger but I just would rather drive something that isn't polluting and wasting gas like my camaro, plus I live in a big city so something easier to park would be nice. I already own 2 race cars so I don't really need anything super crazy on the street. My goal is to just build something fun to drive that gets mpg relatively close to a prius and is reliable.

My sisters bolt on crx si gets over 35mpg all the time and since a stock integra gsr supposedly gets like 32mpg or so, seems like a 92 hatch that is 200lbs lights and has better gearing and some mods (that should help efficiency) could perhaps approach 40mpg if the car was built accordingly and was under the right circumstances?

how feasible do you think this is? anyone on here done this before?

car is not BAR'd though and I do live in CA so a little worried about how hard it will be to get the car legal also, although I'm not afraid of some work.
