Default 4spd and d15b2 problems

I have a 91 civic std my motor blew up (d15b1) so i got a 89 d15b2 motor. I did the swap trani and motor bolted up fine but i cant engage the clutch. I used the 91 flywheel and clutch kit and the throut bearing will just barely touch the clutch presure plate. so i got a 89 flywheel and clutch kit and same thing happened. Its not the petal i checked it at the lever coming out the trani. Does anyone know what clutch kit will make this work?

I think the clutch parts are all the same. Maybe there is something wrong with the lever on your new transmission? Take it out and compare closely to the old one.
