There are all these vaccum lines and valves and a hidden computer and solenoids and all sorts of stuff that, even to me, is complicated. I have one sitting in the yard, it's a 1500 cc though.
If you have fuel injection, there is a much better chance it will work properly.

Yep, that's a carbureted CVCC model. The black box on the firewall with all the vacuum hoses leading to it is some of the complicated stuff.
Post the complete test results. Was the HC high at idle or at road speed? Were the other pollutants close to the legal limit too?

Were the legal limits on the smog report too? So the problem is mostly at idle. Does it idle smoothly? Misfiring is going to put out a lot of HC with O2 staying high and CO staying low. Does the temperature gauge come up to the normal reading of about halfway? You should check the spark timing. Turn the throttle stop screw to reduce idle speed some.
