91 Honda Civic does not start
I am having a starting problem with my 91 Honda Civic Hatchback. It has a dual point fuel injection system. Let me tell you the details that I have found so far:
It cranks but does not start.
It starts with the starting fluid once I spray it in the air intake area.
It has a new fuel pump and a new fuel filter and the fuel squirts out through the fuel filter for few seconds if I open the banjo bolt and put the key in ON position. You can see it in the following link, 91 Honda Civic, fuel squirts out but no start - YouTube , on youtube.
When I put the key in ON position The ECU light blinks and then goes off for a while then keeps blinking (short blink) for 16 times, takes a break and keeps blinking 16 times again . This thing keeps happening until the key is in ON position. I guess that means the error code is 16 which indicates that the injection system is malfunctioning.
I checked the 2P connection of the main injector (the top one) using a multimeter
- the resistance of the main injector is 1.3~1.4 ohms (the normal range is 0.6~1.6 ohms right?)
- the voltage (black/yellow wire with multimeter positive terminal and ground with negative terminal) is there for first few seconds.
- the voltage (red wire with multimeter positive terminal and ground with negative terminal) is around 9.16~9.6 volts
I checked the 2P connection of the auxiliary injector (the bottom one) as well, using a multimeter
- the resistance of the auxiliary injector is 8.5 ohms (the normal range is 6-10 ohms right?)
- the voltage (black/yellow wire with multimeter positive terminal and ground with negative terminal) is there for first few seconds
- the voltage (yellow wire with multimeter positive terminal and ground with negative terminal) is around 9.5 volts

Measure voltage at the fuel injectors while cranking the engine. If it goes away, likely the main relay. Anytime someone says a '91 cranks but won't start, think main relay first.
To check fuel supply you should disconnect the return hose not the filter. Getting a good flow out of the return hose shows that the pressure is sufficient to open the regulator, which usually means it is proper unless the regulator is bad. If like the other guy said, the light test shows the injectors are being driven, check the fuel pressure with a gauge.

I rented a set of noid lights from O'Riely. There is no HONDA Civic one in that set of six lights. Only GEO TBI fit for my harness connector among those. I checked for pulse for both injector harness connector with that noid light (GEO TBI) one at a time and didn't see any flashing light in either one. One interesting thing is the engine started a couple of times and stayed running while the top (main) injector was disconnected. Since then I am having another problem, I am having harder time to crank. It seems like either the battery or the starter is dying. I just bought the battery a few months ago though. Thank you.
You will need to recharge the battery after trying to start many times. Some tests (like checking if the fuel pump and injectors get power in position III of the key switch) can be done with the small wire to the starter disconnected. Then the starter won't turn and run down the battery.
