92 civic with some issues

Unhappy 92 civic with some issues

Good day to you all, first time posting here as i just got a 92 civic for my wife and having issues making it to where she can drive it safely.
First off it has an extremely high idle and if i turn the idle regulator down at all it drops to low instantly and the car dies.
when driving it it stalls out even in neutral sometimes if you take your foot off the gas.
The car wont go in reverse at all. It just sounds like the gears grind when you try to put it into reverse.
Compression for the engine reads at 168 on all 4 cylinders and we have good spark, new plugs. It is a B7 engine but i am pretty sure one of the previous owners put a vtech head on it.
Would it be worth it to check the ECM and see if it pinned right and also should i open it up to see if it chipped?
Any tips would be useful.

For idle problems, the IACV is likely clogged or stuck. Remove it and clean with carb/intake cleaner. It is on the back of the intake at the throttle body.

Is the transmission manual or automatic? Gears grinding on a manual when the car is sitting still means the clutch doesn't release fully.
