93 civic clutch
It's a hydraulic transmission. It doesn't have a cable.
How's the fluid look? Is it in between the MIN and MAX markings on the reservoir? You might try flushing the clutch fluid with new fluid. I did that today and it stiffened up my clutch a little. If the clutch fluid level looks fine and the fluid looks clean then you might try bleeding the clutch line for trapped air in the line. If your reservoir is low, check for leaking fluid around the Clutch master cylinder and clutch slave cylinder.
Other than that, the Civic's stock clutch is pretty soft anyways. I noticed that my friend's Mustang's clutch pedal is really stiff compared to mine, but I think it's because it has stiffer springs on the clutch pedal and the clutch is stronger on his Mustang than on my Civic Del Sol.

Check for leaks and, if none is found, then bleed the system of possible trapped air. If a leak is found, replace the leaking component.
They're all like that. When I put my 95 back together the clutch pedal was so easy to press that it felt like it was broken compared to other cars, but the car drives fine. The clutch should start to disengage as you push the pedal about 1/4 to 1/2 way down. If it does that it is fine. There is nothing to adjust.
I have the opposite issue going on. I just picked up a 96 Civic LX in great shape, but with 206,000 miles. It runs really well, but the clutch is stiff and takes up very low off the floor. So low that I have to make sure the clutch is depressed all the way to the floor when sitting at a light or shifting.
What may cause this? The fluid reservoir is full, and there is no evidence of leaks. I do not know when the fluid may have been last changed.
Thanks,
