94 Civic died and some electrics wont work

i have a 94 civic. last nite when i turned on the wipers/window washer the car died. when i pulled over i realized the wipers, window washers and electric windows dont work but all other electrics (heater, radio headlights etc) are fine. I havent been able to start the car since. Ne ideas what the problem cud be?

Check the main fuses in the box under the hood. I think there are two fuses feeding to the ignition switch, for different functions. It could also be a bad ignition switch or a bad ground on the engine (if it won't crank either). Note that the headlights bypass the ignition switch entirely.

1) Dash fuse 14 is blown.

2) When you turn the key to ON(II), do the cluster warning lights (battery, CEL, oil pressure lights) turn on?

yesterday when checking the fuses i realized the wiper fuse was blown changed that and the car started straight away and ran fine for the day. tried starting it earlier and it was only turning over slowly and took about 20 seconds to start ne ideas wat could be causing this?
