95 Civic Emissions

Hey i went to emissions on my 1995 civic ex and i didnt pass. Everything is stock except an air intake. I have new oil and spark plugs and i put steel wool in the exhaust, filled up with shell 92, and poured three bottles of rubbing alcohol in my fuel tank as well. The results were [Hc (ppm)] Cruise limit = 190, Cruise emissions= 297, Cruise result= Fail, Idle limit= 220, Idle emissions = 664, Idle result= fail / [Co%] Cruise limit= 1.4, Cruise emissions= 7.08, Cruise result= Fail, Idle limit= 1.2, Idle emission= 6.5, Idle result=fail Why didn't i pass and what can i do to pass. Please help!

Assuming there are no CEL codes, the first thing to consider here is the engine may not be going "closed loop" because it doesn't warm up fully. Make sure thermostat is OK and it is a 195 degree.

Seems to be running real rich, could also be fuel pressure too high. Check the vacuum hose on the back of the fuel pressure regulator.

Also check spark timing.

You should not need any "tricks" to pass emission. Take the steel wool out (never heard of that before) and use plain 87 octane gas.
