95 Civic, wont rev over 3500 and hard to get to 50mph
 
Car Info: 1995 Honda Civic LX
Manual Transmission, 1.5 (db7) Non-Vtec

Issues:
1. Car very slow to accelerate, (Clutch does not seem to be slipping though).
2. After car is shifted into 4th and 5th gears, car does not want to break 3,000 rpm's, and 50 some MPH. With pedal to the floor.
3. Sometimes, After car finally gets over 50 mph, (about 10 or so minutes with pedal to the metal, and have to downshift for stoplight, RPM's drop dramatically, sometimes till stall.
4. Very poor fuel milage (135 miles per 11 gallon tank).
5. Oil on top side of #3 spark plug but not in combustion chamber that I could see.

Replaced or looked at already
1. Plugs and wires
2. Distributor, Timing
3. Slave Cylinder
4. used alternator and throttle body (TPS)
5. Cleaned FITvalve, IAC valve.
6. No check engine light or codes coming across paper clip test.

PLEASE HELP ME.... What could it be,,,,, Compression, fuel, Electrical, emissions ???????

This is often because the timing belt is out of time. Sudden loss of performance can occur because the belt skipped teeth on the gears. Also set the spark timing with the paper clip in the test plug. If you set it in normal run mode it will end up way retarded.

Assuming that has been investigated, check that it is running on all 4 cylinders by disconnecting the fuel injectors one at a time. Check that the intake (mice in the filter box and pipe) or catalytic converter are not plugged.
