98 civic 5-speed. Won't crank

I have a 98 civic vtec 5-speed that won't crank. (Nothing). Pulled starter and it tested bad. Replaced starter and same. Car will push start and run. Just got this car and need tk get on road. Neutral safety switch or maybe a glitch sensor? Any ideas?

Confirm the starter works while on the car by unplugging the small wire from the solenoid and jumping the solenoid terminal to battery + with a test wire. (Make sure it is in neutral with the brake set).

If that works, the most common problem is the clutch switch. At the very top of the clutch pedal inside the car, there is a switch that is pressed by pushing the pedal all the way down. There is a rubber pad on the pedal arm which actually presses the switch. It is common for that rubber pad to fall apart and fall out, then the switch does not get pressed and the starter does not work.

I think the factory alarm found in the EX model can disable the starter but no direct experience with that.
