Question 98 civic runs extremely rich

i have a 90 civic hatch back and put a d16y8 swap with a p28 into it. started it up and it runs extreamly rich. i checked the codes and the o2 code came up. i bought a new one and its still there. im thinking its how rich its running. i hooked up a fuel injector gauge and im getting arounds 45psi. i cant figure out why no codes are coming up and why its running like this.

Do you have the vacuum hose connected to the small port on the fuel pressure regulator? With engine running at idle fuel pressure should be like 38 not 45.

How do you know that you are running rich? Do you have a wideband and gauge set-up?

LOL, that is a horrible way of determining if your car is running rich. Pull the spark plugs. Maybe a fuel seal is seeping, and that is what you are smelling?

Is the timing correct? Is the ECU chipped or a stock tune? Are you using stock injectors?

Removing the vacuum hose increases fuel pressure, which would make it run richer, so it shouldn't run better that way.

thats what im thinking i need to check the timing and also im not sure about the ecu it might be i dont know how to tell if the chip was burned or not. or i was going to buy an adjustable fuel regelator for it..and yes they are stock injectors.
