Default 99 civic wont start

I picked up a 99 civic dx with the d16y7 in it
It has low compression in the number 2 piston and it has some flooding problems when its stored out side over night in cold weather it has to be in the shop in heat to help flooding out the engine. now the main problem I fired it up about a week ago real quick for maybe 30 seconds to move it then turned it off and now it wont start I have been checking the throttle body and cleaning the extra gas out of it with a rag i replaced the plugs, wires, distrubiter and still nothing acts like it wants to start but still no luck im stumped any one no wuzup with this thing

Scan the ECU for codes which might mean a sensor problem.

Unplug all the fuel injectors and see if you still get raw gas in the engine, if so, one of the injectors is leaking. Also check for gas coming out or the vacuum hose on the fuel pressure regulator-- none should come out there.

Merely one dead cylinder can make a Civic engine very hard or impossible to start.
