Hi, im new to the forum but have a serious performance question to bounce off ya. Is there a restriction device of sorts along the fuel rail on the 99 EX model. It is a VTEC-E and I was told that there is one. I cannot get the car to exceed 97 MPH on level ground. Just wanted to know and if you know how to remove it, that would also be appreciated.
