Heat coming from inner console?
So ill be driving in traffic maybe like less than an hour and out no where this warm heat feeling is coming from my center console. I have a 96 civic ex, manual. Is this normal? On the gauge shows no sign of over heating what else can it be?

I agree with the person above. The exhaust runs directly in the middle of the car, right under the center console. If the heat shielding was removed, or if it's ineffective, you will feel a lot of heat. The heat shielding actually does serve its purpose.
Also, you mentioned traffic. If you're sitting in stop-and-go traffic, heat will build up. There isn't enough air moving under the car to dissipate the heat, so you will feel it.
If the excess heat really bothers you, I recommend putting some insulation under your carpet. This happens in a truck I have. I learned quickly to not put my phone in the center console when it would start to get really hot.
Another solution would be to wrap your exhaust in that heat fabric stuff you see in pictures a lot. It makes the hot exhaust continue down the pipe instead of leaking into the car
