Blue wire connector?

hey guys was wondering if anyone has any clue what the blue wire connector on the pass. side of my 94 civic under the dash? its a blue plug in style connector and it travels up into the dash as far as I can see it, it's been unplugged for a while and I was just wondering what it does if anyone knows... doesnt seem to change anything either way (plugged or unplugged)?
Thanks guys.

oh yeah wait. im wrong. you can use that for the ignition timing but the jumper is mainly to throw cel codes at you (once check engine light comes on jump it and it will begin to flash the code on the dashboard)
