Default Can not shift into 4th gear

Hi all, I'm looking for pointers on this one. Have a 98 LX 5 speed Civic with 170K. All of a sudden in a cold snap 5 deg F I cannot get the shifter into 4th gear. It's like the shift pattern does not even have a 4th gear. All else is fine 1-3 and 5th gear all work. Looking at the manual at shift linkage it does not appear like something could get into the mechanism to affect this. I found out the console was off a few weeks ago so maybe a screw would be in there somewhere? If it was the transmission it seems like something else would not work. I'm hoping it is some simple fix since finding a rebuilt and replacing it is not a lot of fun.

Well I took the top side apart and nothing up there. So it's under somewhere....

Thanks.
