Car overheats, but isn’t actually hot

Default Car overheats, but isn’t actually hot

So, I have a 1.7L 05 civic and it overheats, but if you shut the car off and restart it, it’ll go right back to operating temp in seconds. I check the coolant intermittently, thermostat was done recently and fans do come on to cool it down when it actually needs it. I’m just stumped on what it could be.
