Civic got hot

Bought a 98 civic ex for my son and the water pump recently went out and dumped all the water out of it and he kept driving it until it died and would not start. Water bubled out of the rad when turning it over so i pulled the head, had it machined and put a new water pump, timing belt, and head gasket. Still wont start and i checked compression and i had 40 to 80 in all 4. I put a little oil in and it went up 10 psi in #1 before the battery died. I charged it up and in the mean time sprayed a bunch of brake kleen down each cylinder and checked and number 1 had 100 psi while #2 had 0 and 40's and 60's in 3 and 4. I pulled the head again and tried to wiggle the pistons and they dont move.

Couple questions; TDC on the compression stroke is the mark on the crank pulley and the "up" up on the cam pulley right?

Second, 0 on #2 seems impossible and i tried twice?

Basically i have not seen anything blaring at this point and my next move is to knock the pistons out unless someone has any input here?

Thanks much in advance for your help!

By the way, the cylinder walls look good, nice and smooth and no ridge..

Driving overheated until she will go no more almost always means the whole engine is toast. You would be best off to replace the engine completely.
