cruise control 'surges' in wet conditions

Default cruise control 'surges' in wet conditions

Got a '99 LX ~115k.

Got rear ended ~2 yrs ago in Boston... since then the cruise control surges whenever I drive in wet conditions (perfectly fine on dry days). So, I'll set at 75mph and will surge to 85+ (at which pointI disengage). Also disengage doesn't 'kick in' right away... usually take a few secs.

Any ideas where to start looking?

Check for cracked vacuum hoses. I believe the cruise control system is controlled by vacuum and vacuum will draw water into the hoses if they are cracked/have a leak.
