electrical load surge problem

the power in my 97 civix lx keeps surging. i have found out what the problem is but dont know how to solve it. early in the 90's honda started using ELD's (electronic load detectors) on there vehicles to increase fuel economy which basicaly works by controling the alternator between high and low output depending on vehicle load. i would like to know if anyone knows how to bypass or controll this to make the alternator always stay on high, im not to concerned with fuel economy. any info anyone might have would be appreciated.
