Default Engine speed cut out/interuption at 5000rpm

Okay, I'm new and I need some help on my 2000 Honda Civic EX, with 67,000 miles

Recently, the vechile had hesitated under crusing speed and stalled. I was able to
restart the vechile, idle speed was below 700rpm.I was able to adjust idle speed back to
normal, around 800-850rpm.After this incident my vechile would not accelerate past
5000rpm, in any gear, including park and neutral!

The engine will run smoothly up to 5000rpm and it drops back a few 100rpm,and will run up to 5000rpm and the it will drop back down again and again, acting as if
it was running into the rev limiter at the 7000rpm red line.

All the tune-up parts have been replaced, including spark pulgs, distributor cap, rotor,
and the fuel filter. After all of these parts had been replaced, engine speed interuption
won't allow the vechile to run past 5000rpm. No engine code that has been detected by
the vechile's computer.
Any advice at all will be greatly appriciated.

What oil level has got to do with engine's hesitation/ over rev. limiter at 5,000 rpm?
SOCH VTec use oil pressure to activate higher lift, by locking primary and secondary rocker arm to operated on mid camshaft lobe. I 'l check my Civic's fuel injection PGM-FI main relay for cause of fuel pump's out put interruption. Any suggestion is welcome.

Thanks for your input, my Civic EX oil dipstick indicated Mobile 1 is still very cleaned and oil level is at full !

hondas have a safety feature that lowers the rev limiter and disables vtec if the oil level drops too low. it was worth a shot i guess. sorry i cant be any more help.
