a few problems with my 89 hatchback

hey
im havin a few problems with my 89 hatchback (1.5 (dont remember which specific engine it was, but its an 89 engine w/ 16 valves), 4sp manual).
1.) the "check engine" light will come on periodically at speeds OVER 65. the engine will keep running and everything is fine, AND if i turn off the engine and turn it back on (while still moving.. and if i stop) the light will go off. any ideas? (is there some type of electronic diagnostics onboard these things?)
2.) sometimes it will not start out very good in first gear (it will take at least 3 attempts to finally get it, and than it squels the tires.. not something i really like.. dont want tranny problems) tho, i am almost confident it is not me (it seems to choose particular (busy) intersections to do thise at too, and the levelness/incline of the ground doesnt matter either) any ideas? (or ya'll gonna say what i think ya'll are gonna "y dont u learn to drive?" lol)
and.. #3.) my gas guage seems to go down in 1/4 tank intervels (meaning the needle is always at full, 3/4, 1/2, 1/4, or empty... not really ever inbetween) tho in all truth i dont care too much, it just gives me the mentalisty that i use more gas than i do (for instance, i come in one night, and its at 1/2 tank, come out the next morning, its at 1/4 tank... weird)

thanks.

RE: a few problems with my 89 hatchback

found out #1 and #2
1.) stupid emissions. (grrr... EPA)
2.) transmission linkage is loose, and it wasnt going into gear fully

Still open to any suggestions as to #3.

#3 - Pacific import gauges. Everyone I've talk to with imports from Asia has a gas gauge that does that.
