FICV port sucking air

FICV port sucking air
I have a 95 civic ex coupe with a bad FICV. When I plug the FICVport in the intake ,which is sucking air, the surging idle problem I am trying to fix continues.IF this part is the problem, should the surging go away when the port is plugged?
Can the FICV be fixed instead of replaced?
