Default Flash Relay Clicking

Ok so my wife just got a 91 Civic DX that needs a bit of work, One of the most annoying things is the constatnt turn signal clicking going on only slows when using the signal so I thought it was the Mitsuba FR-3309 Flasher relay as I can feel it clicking but I changed it with another today and still getting the same constant clicking I'm not sure as where to go with this at this point.
any help would be appreciated

Are any of the lights on the car blinking when they should not? Do the lights blink properly when they should? I didn't think the relay will click unless there is a load on it. It's also all wired through the hazard (4-way blinker) switch.

Also look for an aftermarket alarm system under the dash. Wiring may have been modified to install it.

It's real common to lose the ground on the rear lights, that causes some strange symptoms but I haven't heard of that one.

Nope all the lights blink as they should, If I pull it out the turn signals will no longer work but they blink as they should though when using the turn signal the clicking slows down to the speed its supposed to on normal operation
