What model year?

I think all the fuel injected ones (from 1988 up) have a filter under the hood that should be changed once in a while. There is also a filter before the fuel pump, located inside the gas tank. This filter is rather coarse and it is primarily to keep trash out of the pump. It does not need to be changed unless you're replacing the pump or you got a lot of dirt in the tank somehow.

Ive been trying to figure out the same thing for my 01 civic also. From what I understand from reading the Haynes manual, you have to pull up the back seat cushion and the carpet and there will be what appears to be a plate and pull it off and then you have access to the fuel pump/filter. My question now is how do you pull the seat cushion up? Is there some kind of latch?

+1

You must remove the back seat and fuel pump to replace the fuel filter. For detailed information, see 01 Civic manual here:
