H.I.D. problems

bought some cheap HIDs for my 2-5 civic and they worked fine for about three weeks, then one night, they began too flicker, then dim more and more, then utterly shut off. thankfully I had my old halogens in the trunk in case of such a situation, plugged them in, and the did the same, lit, then dimmed down, the hi beams work fine, but if i release the hi beam switch on the stalk they power off (hi beams wont stay lit unless i constantly hold the switch back) i did a voltage test at the connector and the hi beams have good voltage, but the lows have about 200mv, which is WAYYYYYY too low. and i did a continuuity through the bulb and there wasnt a break in the filament. please help, I hate having to drive my moms car at night. though i dont mind the heated seats.

Probably the switch is bad. When you hold the lever back to flash the high beams that's a different set of contacts than when you twist it to turn the lights on. You can unplug the switch and jump it to see if the rest of the circuit is OK.
