Hard, cold start, and hesitation/surging on acceleration

I have an 01 Honda Civic LX, and am experiencing 2 possibly unrelated symptoms.

1. It now takes several cranks for the car to start, 3-4 seconds
2. On low gas, there is a hesitation/surging on acceleration from a stop, and worsened when driving up a steep hill

any help would be much appreciated

I recently have changed the fuel pump, fuel filter, o2 sensors, spark plugs, air filter, crank shaft sensor, timing belt, water pump. This all started after I got my fuel pump changed, and ran out of gas

*edit*
I just stopped at an atm and when I pulled out of the parking lot, the car lost power, started back up after several cranks though.

dont know if this helps

I am having a similar problem in my 97 lx. When changing timing belt i guess i slipped a tooth. Now the car is really hard to start when its cold, and it has no power accelerating. If i give it like 1% throttle and feather the clutch out it will go, but anything more then that 1% and it bogs and tries to stall. Also when going up hills i can no longer cruise in 5th gear i ALWAYS have to downshift.

Dont know if that will help you but since i see you did your timing belt it sounds like it could be a possibility.
