Heater Blower + AC/Heat control lights don't work until high speeds.
I own a 1996 Civic HX.
Heres my dilemma:
The heater once worked perfectly the lights worked on the controls and such, but then one day I started my car and I noticed that the control lights didn't work nor did my heat/AC etc. I was sad, until I hit the highway and hit 65-70 and my heater blower turned on and it blew heat and such. Then if I go even higher 75-80 the control lights turn on. As soon as I go under 55-60 it all turns off and I'm stuck with no heat or AC.
65-70mph - Heat or AC turns on
75-80mph - Control Lights turn on
55-60mph - Everything turns off
I was thinking it could be a bad fuse or something.
Help please!

The road speed of the car should have nothing to do with this. However, higher engine rpm could make a marginal alternator situation better, the problems with the heater being symptoms of low system voltage. Since it's a 1996, consider the fuse 15 problem. Start by checking the battery voltage at idle.
