Hesitation problem in cold weather

Default Hesitation problem in cold weather

Can anyone help me?
I have a 1989 Honda Civic
DX hatchback with a standard transmission.
It has a terrible hesitation problem ONLY in cool weather. It runs perfectly in the summer when the temperature is warmer. My mechanic has changed the distributor, put a new coolant sensor, new wires and plugs but nothing has resolved the problem.

It stalls at start-up until it gets warmed up a bit.
It hesitates terribly at low speed when I start to accelerate, but it also skips or hesitates at high speed.
The only thing I can do to get past the hesitation is to take it out of gear and rev the engine way up and then engage the clutch again. I do the same thing at high speed when it starts to hesitate.

Any ideas?

Does the Check Engine Light go on during these episodes?

There are many possibilities, but ones I would consider are:

A loose throttle cable or a faulty throttle body or fuel pump.

Yes, the check engine light sometimes goes on when I'm trying to accelerate through the hesitation.
