Very well could be the ballasts, try swapping the bulbs to the opposite sides, see if that lets it come on, if you still have the same thing i very well could be the ballast. sometimes taking it all out, then putting it back in gets it to work

 

yea probably is the ballast cause i swithced them up and everything and still no go. but to wat you said about all hid being the same you meant that the only thing different between them is the bulb size?

 

no the only difference is the adapter to hold them in the headlight housing
