High idle not kicking in on cold start (2000 Civic)

High idle isn't kicking in on a cold start (2000 Civic). Acceleration is choppy and sluggish until later in the day when it's warmer. Any ideas?

Get a scan tool and look at the readings on all the sensors. I'm thinking there is a sensor that tells the PCM what the air temp is (or maybe pressure) and it isn't working so your PCM isn't compensating for the colder air entering into the engine.

RE: High idle not kicking in on cold start (2000 Civic)

Thanx for the help Agent. I think I may have figured out the problem. Someone please let me know if this makes sense. There is an exposed wire (just barely) coming from my Intake air temperature sensor. Only a little of the protective coating has worn away. About half an inch or so. First of all, could this be causing the car to run rough only when it's cold outside? Also, how do I go about fixing this. I've never done wiring before. The connector lets go of the sensor o.k. but not the wires. I've tried some electrical tape around the exposed wire, but no luck. I'd like to "re-wire" the connector. Any help would be greatly appreciated.
