Default I'm sure this has got to be easy

My idler pulley and tensioner pulley started going bad. I've got both of them off by just unbolting them hoping I'd figure out how to adjust the tensioner. I've been working on this for a couple of hours and can't find it. How do I ease the tension to get the belt back on?

OK, so I've got the belt back on, but now the belt doesn't stay lined up. It wants to slide off the tensioner pulley (towards the back of the pulley, not the front) Everything lines up, and the belt is in the grooves. Any ideas??
