JDM engine swap... no EGR valve? How could I pass emissions?

Okay so I'm looking at a JDM B20B engine for my Honda Civic. Its JDM, so it does not have an EGR valve. I live in Georgia, and we do indeed have emissions. They are NOT as strict as California's but they are still there... Now, do you think I would need and EGR valve to pass emissions? Also, I couldn't find any external EGR's for a B20B, but do you think one could be made or something of that sort to allow some exhaust gas into the intake manifold? Thanks guys..

The standard you have to meet depends on the model year of the car, not the engine. Most 1990's stock Civics did not have an EGR valve except in California.
