Need Dimmer Switch testing instructions.

Need Dimmer Switch testing instructions.
Daughters 1996 Civic DX blew the instrument fuse. It immediately blew the replacement fuse.
Yes I have an after market radio and alarm system. I spent some time looking under the dash for a grounded / bare wire...and under the hood . .and around the radio . .
I moved wires here and there each time putting in a new fuse and as soon as i turn on the lights the fuse pops.
Before I buy a dimmer switch on EBay.,.. I want to know how to test both sides of the dimmer switch. there is a 3 prong plug the dimmer switch goes into.
I have a digital and an analog hand held tester.
