Default Need help on turbo civic dying

Its been a few years and I am trying to get back into Hondas right now. I have a buddy that wants to sell his 99 Ex (D16) turbo to me and would love to take it off his hands. The only problem is that it will run for awhile, but bogs and dies when driven. I haven't bought the car yet, so am trying to get an idea of what to look into first. Any help would be appreciated and would help another guy get back into the Honda scene.

Specifics (that I know for know)

D16 turbo using a p28 (don't know the tuner)
Runs, but bogs and dies intermittently
Started when the weather began getting cold here in VA
Seems to load up on fuel (gas smell after it dies)
Wiring is done correctly, but needs to be heat shrunk and covered

Well if it smells like gas, then I would look into the ignition system first. Any CELs coming on?

The CEL came on then went out. I havent had a chance to play with it and drop the codes.
